I REALLLY need makeup help!?

alright, so this is how i do my makeup. i use "REVLON Lash Fantasy waterproof" mascara & primer [two sided] on my top lashes. [i let the primer dry before applying mascara]. then i use only the mascara end for my bottom eye lashes. then i use "Maybelline unstoppable eyeliner, waterproof". before i apply all this i use my MINERAL WEAR powder under my eyes and all over my face. the problem is, when i get home from school and go to check on my face, all my mascara and eyeliner falls down under my eyes. it makes them look all black, like im tired. i usually dont touch my eyes at all, and it still happens. it looks REALLY ugly and only comes off with makeup remover. both the eyeliner and mascara/primer are waterproof! HELP?!?!
